OBERSTAR INTRODUCES NEW OCEAN SHIPPING REFORM BILL
Congressman Jim Oberstar (D-MN), Chairman of the House Transportation and Infrastructure Committee and Rep. Elijah Cummings (D-MD), Chairman of the Committee’s Coast Guard and Maritime Subcommittee, have introduced legislation which would eliminate collective ocean liner carrier activities involving the joint discussion, fixing or negotiating of rates or surcharges. Titled the Shipping Act of 2010 (H.R. 6167), the measure would eliminate ocean carriers’ antitrust immunity which presently exists for collective ratemaking and would establish a new set of requirements on individual and joint carrier activities.
